The Governor's Speech referred to the perioral prosperity of the markets, the pro-press-of land settlement, and the increasing demand for irrigated land. Bills were promised for water storage and the building of railways in arid areas, the electrification of suburban railways, the development of ports outside Melbourne to assist decentralisation, the compulsory acquisition of land for closer settlement, and municipal unimproved land value taxation.
