Mr. Taft is appealing to Congress to provide funds for the naval service, left destitute through the veto he imposed on the Xaval Appropriation Bill in consequence of its containing tacked-on measures. The United States is now without funds for the Army and Navy officials, and the Government is liable to fines if it conducts the Government machinery without funds.
