THE LANGUAGE QUESTION. By Cabl# —Press Association —Copyright. Capetown, June 21 General Botha's amendment to the Public Service Bill was carried by 63 votes to 29. It prevents the promotion of a civil servant after five years' service unless he passes an examination in English and Dutch. The Opposition strenuously opposed the amendment, alleging that it was an infringemeit of the bargain made at the National Convention.
