The Kaiser, in a speech at Hamburg, referring to the former decline of the old Hause towns, said that things had now changed. Thanks to his grandfather's creation of the Empire the merchant was assured of protection by the flag, but ■while the flag must fly in honor it must not be raised in a light spirit, where its defence was not assured. Hence his restraint in spreading it to places where it was longed for by many. As long as he reigned he was pledged to follow where the merchants led.
