The official evidence in the Titanic enquiry elicited that there had been no change for eighteen years in the Board of Trade regulations with relation to life-saving apparatus. The president remarked that the owners provided accommodation in excess of the legal requirements, proving that they realised that the number of boats was' insufficient.
