The Hon. T. Agar-Robartes moved the exclusion of Antrim, Down, Armagh, i and Londonderry from the operations of the Bill. | Mr. Asquith said that any practical • suggestions rendering safeguards efi'ecj tive would be welcomed, but he was uni able to split Ireland into parts. Mr. Balfour said that Ulster had no quarrel with the English Parliament and I had no belief in its unfitness tn deal with J Irish affairs. If the English Parliament | failed with_ Home Rule for Ireland, would an Irish Parliament be any more Successful with Ulster ? The debate was adjourned.
