The German Assembly of the Church of Scotland has decided to petition Parliament against the Welsh Disestablishment 'Bill, Lord Balfour of Burleigh declared the Bill to be outrageous. It dismembers a united church, while disendowment revolted every principle of justice. The United Free Church rejected a proposal favoring the Bill. A BY-ELECTION. Received 3, 12.30 a.m. London, June 2. The Northwest Norfolk by-election to fill the vacancy caused by the death of Mr. White resulted:—Hemmerde (Liberal) .>613, N. P. .Todrell (Unionist) 4965. The Insurance Bill was the principal factor in deciding the election.
