By a vote of 147 to 126, the House reaffirmed the decision that no tolls should be charged through the Panama Canal on American vessels engaged in the coastal trade. The question was bitterly fought, and the result was I received with an outbreak of cheering. FREE PASSAGES DEMANDED. ' Received 24, 11 p.m. Washington, May 24. Before the Senate Committee on the Tnter-ocean Canal Bill, shipowners deI manded a free passage of the Panama Canal, as necessary to build up a mercantile marine, which was in a parlous plight.
