LIQUOR AND LANGUAGE. By Cable —Press Association—Copyright. Melbourne, May 17. New military regulations provide that liquor ordered by a medical authority to be issued to the troops in bad weather or on special occasions must be consumed in the presence of officers. No one refusing to aonsume it shall be subjected to ridicule. No liquor shall be supplied to those under twenty-one years of age, whose parents have notified that they object. Ordinarily, in cases of severe weather or excessive fatigue, an extra supply of coffee, tea or cocoa shall be given instead of liquor. The use of bad or immoral language and cigarette smoking is strictly prohibited. The regulations apply whenever men are wearing uniform. ADDRESS BY THE PRIME MINISTER. i olograph—Press Association. Dannevirke, Yesterday. The mail train from Napier was momentarily held up at Dannevirke while the Prime Minister addressed the Territorials on their way to the casual camp at Masterton. He said that he 'had received placards with the statement: "Sir Joseph Ward and Hon. Thomas Mackenzie are the Premiers who gaoled our boys," and "As workers you are training your boys to shoot you down." Instead of this they were being trained to defend the country where workers were happier than in any other. The Prime Minister asked if they were in favor of sudi placards, and the Territorials chorused "No!"
