Introducing the Navy Bill in the Reichstag, Herr von Bethmann-Hollweg said he was convinced that none of the. great Powers was seeking a quarrel with Germany, though there was a danger that a nation might be driven into war by a noisy and fanatical minority. It would he disastrous if they returned to the principle of meeting naval expenditure I>V loan.
