Parliament will be summoned in September, 1!>,13, whereupon the Irishmen at Westminster will resign. THE PROVISIONS OF THE BILL. NOTICE OF REJECTION. Received 18, 110.10 p.m. London, April 18. The Home Rule Bill has forty-eight clauses and no preamble. It provides I that one-fourth of the senators shall retire every second year. The Senate is debarred from amending or rejecting money Bills. Ministers are empowered to speak in either house, but vote only in that to which they belong. It provides for ad hoc Irish representation in the Imperial Parlianifir when the time is opportune for the rev'sion of the financial provisions, making representation in the House of Commons equivalent to Great Britain's on a population basis. The second reading will probably be taken prior to tlie Whitsuntide recess. Sir J. B. Lonsdale gave notice of motion in favor of its rejection. A manifesto signed by Mr. O'Brien and Mr. Healy states that they will not hesitate to summon a conference of the All-For-Ireland League to discuss the Bill in the event of emergency requiring action. Meanwhile they regard the passing of any Home Rule measure as impossible, and deprecate sectional demonstrations for or against the Bill.
