TARANAKI LAND BOARD.
MONTHLY MEETING. The manthly meeting of the Taranaki Land Board was held yesterday. The commissioner (Mr. G. H. Billiard) presided, and members present were Messrs Heslop, Ilattenbury, and McCluggage. The Commissioner reported that Mr. John Heslop had been re-appointed a member of the board. TRANSFERS.
Transfers were approved of as follow: W. H. Ure, jr., to R. J. and E. Ure, sections 11, 15 and 17, K'ick I, Taurakawa; J. P. Matson to D. S-' >iith, section 3, block 111, Waro; A. Dons to S. A. Dons, section 3, block 11, Omona; M. P. Knight to W. R. Evans, sections 5, 6, and 26, block V, Ngatimaru; L. H. Knuckey to H. C. Belchel, section 43, block XI, Ngaire; G. H. Thomas to J. E. Sheniry, section 73, block X, Pouatu (subject to certain conditions); E. H. Slater to N. Buchanan, sections 1 and 5, block IX, Upper Waitara; E. W. Davis to V. ' PARAKOKO ROAD. 1 The board resolved to recommend that the sum of £l5O be provided to fornv Parakoko Road into a bridle-track to sections 1 and 2. block V. , "'-. On a report being received from Ranger Meredith, it was decided, to restore part of Tangitu township to W. L. Martin's section lfl, block XTT. Mapara, a value of £4 per acre to be put upon it. J. Corbett wrote drawing attention to the access to section 1, block TX, Waro, by the Okau Road; and the board decided that it had no objection to dispose of such portion of the road reserve as'was not required, after making the necessary reservation along the stream. On D. F. MeLeod's application it was decided to allow the "thirds" from sections in the Opatu block to accumulate in the meantime, and to recommend the Government to put a sum on the estimates to provide a crossing. A written explanation was tendered by J. Taylor, whom the board decided to notify to fulfil the residential conditions on section 17, block XT, Pouatu, or transfer to some eligible person who would reside on the land.
Application was made bv R. G. FowkTier that sections 37. 33. 39 and 42. Whangamomona, be put up to public ' auction. It was decided to defer offering the sections for the present, and to inform Fowkner that the board was unable to protect his improvements, but. if neces- i sary, would allow the removal of the i house. i On behalf of the Taranaki Education Board the secretary (Mr. P. C. Whitcombe) asked the board to set aside a school site in the Tahora township. This request will receive consideration when the townshio is being dealt with. Upon the Resident Road Engineer, New Plymouth: notifying that sections 7 and 8. block XTII. Waro. were now accessible by unmetalled drav road, it was resolved to offer them f"r settlement under part 3 of the Land A K 1008. The Commissioner broughi 'ip the question of adding a portion of Crown lands adjoining T. O'Shea's section 10. block IV, Totoro, to his holding. It was resolved that upon it being declared Crown laud, a lease be granted to O'Shea of some land to improve his fencj ing boundary. I Ranger Tolme reported on the inspec--1 tion of eighteen holdings, comprising 3070 acres. The improvements required amounted to £llO7. Those effected aggregated £11,345. There were no defaulters. Lessees in default were dealt with as follow:—J. H. Wiltshire, section 3,block XVI, Omona, for non-residence.—condi-tion of non-residence to be waived in the meantime. F. F. Ryan, section 4, block XT. Ohura, and section 7, block X, Ohura, for non-improvement—deferred j for ranger's report. 'IT. Bryson, section I 2, block TIT, Mahoe, for non-residence—. to be requested to reply to the commissioner F. BToomfie.ld, sectiou 4, block VTTT. Ohura. for non-improvement—de-ferred for ranger's report. The Under-Secretary for Lands advised that the application of Mrs. .T. K. Pedersen for section 70, block IV, Paritutu survey district. Rpotswood settleI ment, could not be granted. APPLICATIONS FOR LAND. John Maher's cash application for section 3, block XV, Ohura, 358 acres, was approved. J. A. Carr's application for the renewable lease under the Lands for Settlement oF sections 50 and 52, block TV, Paritutu. Spotswood settlement, comprising 10 acres, was deferred for a month, the matter being left in the hands of the commissioner, along with B. Speight's application for a lease of section 0, block XTI. Ohura, for sawmilling purposes. Tt was resolved to inform D. W. McRae that the board was not in a position to open a block of Crown land to
selection. John Coleman applied for a yearly lease of section 2, YVaitara \Ve*t subdivision. It was decided that notice be given of the termination of the present tenancy held by G. T. Breen. EDUCATION RESERVES. The following transfers of education leases were approved:—J. Holloway t« J. S. S. Medley and A. R. Standish, section U, part 5, New Plymouth; E. J. Carthew to F. G. Sole, sections 2128, 2130, 2142, 2144, and part of 2145, New Plymouth; A. R. and W. R. Davk to W. A. Davis, sections 58, 62, and 81, Pukeaiuhoe town, and 3, Town Belt; J. and P. O'Connor to W. C. and H. J. Judd, section 16, block 11, Omona. The sub-lease was approved of F. 11. Robertson to M. L. Ellerm of parts of sections 395 and 421, New Plymouth. GENERAL. W. J. Coventry wrote asking the reason of the hoard's refusal to give accwjjl to section 21, block xv > A™*v^^^|H the
p'jreak away from the Old Country. They j were pant and parcel of the Old Country. j Sport had done a lot to cement the Empire, and he did not want to see foot{bailers break away. He was prepared ( to stand by the Old Country whether in ; 1 fight or sport. That was his only objection to severance. He asked, Could not r, strong protest be entered! Mr. Buchanan remarked that the New Zealand Union had been endeavoring for many years to have the alterations made. The English Union was fossilised. The Northern Union frame was getting a big hold in England, and the English Union was doing iis best to alienate players. It was time the English Union was brought to hook. If they could amalgamate with Australia it was time they made their own rules. Mr. McLeod said they had no wish to break away, but other games were making headway at the expense of Rugby. They had no alternative hut to make the threat. The Rev. Mr. flcott considered sentiment should 'not Ibe .allowed to hold sway. With its rivals, soccer, hockey, and moT» especially Northern Union football, Rugby was more in danger than was thought. The time would soon come when they would have to cut the painter. Mr, Malone considered that if they did cut aawy, provided they worked smoothly, they would eventually be recognised by the Home Union. The president considered that the Home Union was certainly lax in not making amendments to the rules which the New Zealand Union considered were (for the betterment of football, and which, if not made, would result in the other game having the predominant position. Mr. iSkoglund felt very ■ stiongly on the question of severance. He thought the time had arrived when Australia and New Zealand should sever the connection now existing with the English Rugby Union and comibinc to form an Australasian Union to play under its own laws, always provided that the amateur status was maintained. After much discussion the following resolution was passed: "That it be a recommendation to the N.Z.R.U. to ap- . proaeli the Australian Union with a view to arranging a conference to discuss the , question of the immediate adoption in . Australia and New Zealand of- already suggested amendments in the laws of the i game of Rugby."
