Replying to Yuan-Shih-Kai's invitation to Mongolia to join the Republic, Khutukhta states that Mongolia's independence has been proclaimed, and suggests that the Mongolian question should be submitted to the Powers interested. Parliament will be inaugurated before October, and deputies will be elected for four years, and senators for six.
