A NATIONAL REFERENCE LIBRARY. By Telegraph—Press Association. Wellington, Last Night. When .the Librarists' Conference met to-day Air. C. Parr moved that it was in the public interests that the Parliament library should be made the nucleus of a national reference library, and that for this purpose tne privilege of taking out books be absolutely restricted to His Excellency the Governor and members of the legislature; that the library shall be open daily to the public as a reference library, subject to such regulations as the Government may prescribe. The mover advocated opening the liDrary for reference purposes to all in the Dominion. Mr. 'Hindmarsh urged that the Library should be divorced from Parliament, as the members were the last persons who read the books. They knew that large numbers of books were stolen from the premises. Prof, von Zedlitz moved an amendment that a national library be vested in a body of trustees. This lapsed for want of a seconder. It was later moved to strike out all that part of the motion restricting the taking out of books to the Governor and members of the legislature, and the remainder of the motion was carried on the voiaft
