The Ulster Guardian states that the chief points of the Home Rule Bill are a Council of 48, of whom twelve will be nominated iby an Assembly of 103, and Customs and Excise to be Imperially controlled for six years, thereafter the Irish Legislature to control them, subject to perpetual Anglo-Irish free trade.
