St. Petersburg, April 5. The mosque at Meshed surrendered. The leaders escaped by a private exit. Thirty-nine robbers were killed any 26 wounded. Twenty-five were arrested. Two Russians were wounded. The engine drawing a freight train at Roseburg, Oregon, exploded and wrecked .the cars. The explosion damaged the track and killed the engineer and firemen. The others escaped. The engine was left a mass of twisted iron. DRASTIC LEGISLATION. Washington, April 5. A Bill has been introduced in the Senate to break up the foreign shipping rings. Under the Bill, any foreign-owned vessel violating the Sherman anti-trust law is prohibited from entrance to the United States ports, and their mail contracts will be cancelled. AMERICA AND JAPAN. Washington, April 5. Mr. Taft, replying to rumors of the alleged establishment of a Japanese base in Magdalan Bay, Mexico, declares that there is no truth in the rumors, which have been promoted simply, with a view to making unnecessary difficulties between two friendly Powers.
