TRANSFER OF THE GOVERNMENT. By Cable—Press Association—Copyright. Pekin, April 3. The Assembly at Nankin agreed to the transfer of the Government. It has secured four Revolutionary members in the Cabinet, compared with two of Yuan-Shi-Kai's nominees. THREATENED CENTRALISATION. Pekin, April 3. Huang Sing, Minister of War of the Nankin Government, has been appointed Chief-of-iStaff, with headquarters at Nankin, thus demonstrating the revolutionaries' determination not to allow centralisation in the north to jeopardise the results attained. THE NEW CABINET. Received 5,12.30 a.m. Pekin, April 4. Oheckemei, the military governor "of Shanghai, has declined a portfolio, because its acceptance would mean a transfer from a post of high importance to a post of no importance. Tokio, April 4. The Japanese papers are pessimistic regarding China's Cabinet, and declare that the bureaucrats hold important positions and the southerners second-rate ones. The. Cabinet, they say, is pliable and incapable.
