SOUTH AFRICAN PROPOSALS. By Cable—Press Association—Copyright. Received 27, 10.45 p.m. Capetown, March 27. Mr. Silburn's motion in favor ot a contribution to the British Xavy, calculated on the value of South Africa's sea-borne trade, was rejected by 56 to 35. Mr. Smartt suggested a contribution of half a million annually. Mr. Smuts stated that the defence bill cost £1,172,000 per annum, being £ 320,000 more than previously estimated. The time, he advised, was not ripe for arriving at a definite conclusion as to the Union's contribution to the navy.
