WANGANUIBOROUGH BYE-ELECTION By Telegraph—Press Association. ■Wanganui, Last Night. The municipal bye-election held to-day resulted in the return of J. W. Alderton ' by a big majority. There were four other candidates. ; ' ' REGULATIONS FOR TEACHERS' EXAMINATIONS. Dunedin, Last Night. At a meeting of the Otago Education • / ' Board to-day it was decided that, while " " fully appreciating the aim of the Department under the new regulations for teachers' certificates, the board points out that bringing into immediate operation of the regulations would impose a hardship on 'candidates who have- been' engaged on preparation for examination > under the old regulations, and suggests that the new regulations be not enforced on the teachers who have already partially completed their present course.- The board also decided to urge that the-regu-lations be relaxed so as to meet special circumstances of uncertificated teachers in the service who are seeking to obtain their certificates, the board being strongly of opinion that the requirement to 'take eleven subjects in one year imposes too great a strain on those engaged teaching all day. GO-AHEAD GISBORNE. Gisborne, Last Night. Various public works being carried on in Gisborne are a fair indication of the ' rapidly advancing prosperity - of the .■ town. The municipal electric light and - power was formally switched on to-night. At a public ceremony it was announced last evening that the laying of the rails for the electric trams would be com: menced on Monday week. Preliminary work in connection with the extension of the 'breakwater has been completed. A company has been formed to construct a modern opera house, and another theatre is also to. be built, making three for the town. Work this end of the Napier-Gisborne railway line is being pushed rapidly ahead, and the borough sewerage works on an extensive scale are almost completed. "The building trade is exceptionally busy at the present," re- 1 ports the borough building inspector, "It all the works anticipated are brought out, our town will be the busiest in pro- ' ' portion in the dominion. There no less .than <l3 jobs under way, of which 31 are dwellings, aftd I am glad to state that all are being carried out well up to the bye-laws. Since the 21st of the taionth 27 permits have been issued, of a total value of £4135. The town has entered upon wonderful prosperity, and there is a pronounced shortage of labour. SOUTH ISLAND BAND CONTEST. Dunedin, Last Night. At a meeting of the committee, in connection with the forthcoming band contest, it was decided to feeommend the South Island Bands Association to appoint Lieut. W. G. Bentley as judge. It was reported that there was a .probability of at least two bands' coming from Australia to the contest, and that several of the best North Island bands would be competitors. The following prizes were allotted:—Grade A contest, two test selections, first £2OO, second '£7s, third £SO, fourth £25. Grade B tesifc selection and own choice: First £75, second £3O, third £ls, fourth £lO. SMART CAPTURE OF JEWELLERY THIEF. Gisborne, Last Night. Last evening John McCormick entered a billiard room at Rakuroa with a case containing jewellery, valued at £l5O, which he laid on a seat. During the course of an argument the case disappeared. This morning Detective Mitchell and Constable Doyle arrested a man and recovered on his person half the stolen property. The remainder was found buried in a tin in the bush. Accused will be brought before the Magistrate at Gisborne to-morrow.
