In the House of Commons, the resolution moved by Dr. Chappie, member for Stftling, in favor of Home Rule for Scotland, was carried by 226 votes to 128. Mr. McKinnon Wood, Financial Secretary of the Treasury, said too much worjc was cast on the House of Commons, and" that the federal system was a logical necessity, but he was unable to pledge the Government regarding the time" when the change should be made. ; Mr." Bonar Law, Leader of the Opposi- • tion, declared that there was no evidence , of a real desire in Scotland for this reform. The grievance was purely a hotI house growth. CURTAILING EXPENDITURE.
