UNITED STATES BLAMED. By Cable—Press Association—Copyright. New York, February 25. Reports from El Paso, Texas, state that secret operators in the United States and Mexico, and the Texan Rangers, have issued a manifesto blaming the President of the United States for causing all the troubles in Mexico and Latin America. The manfesto will be circulated throughout Northern Mexico, with the object of stirring up feeling against the American Government.
