The newspapers unofficially announce a short delay in the introduction of the Army and Navy Bills, pending the settlement of the finances. The proposed third squadron is likely to consist of five instead of eight vessels, and gradually attain its full strength by the construction of three capital ships. It is questionable whether funds will suffice for the contemplated acceleration of submarine construction.
