A SNUB CAUSES IRRITATION. ' By Cable—Press Association—Copyright. New York, February 19. A snub given to the State Department has caused some irritation in diplomatic circles in the United States. Columbia having written objecting to Secretary Knox's proposed visit to that State during his tour of South America. The cause of the snub 1b believed to be the failure of the American Government to give an assurance that Columbia's claims against America would be settled by arbitration.
