LORD SELBORNE'S OPINION.

By Cable—Press Association—Copyright. Received 18, 5.5 p.m. London, February 17. Lord Selborne, at Cambridge, said he did not suppose the Government desired to introduce a system of spoils to the conqueror, but they had made wholesale appointments to the civil service.

He deprecated conferring honors on men whose only merit was in donating largely to parliamentary funds. This tended to render public life corrupt and to bring honors into contempt.
