APPOINTMENT OF UNDERSECRETARIES.

Communications are passing with the Home authorities with' 1 the '"■yiew of securing memoranda on , the subject.' The work of the Cabinet is accumulating so rapidly that this step is necessary. Ministers may be allowed to speak in the Senate, while voting only in- the Lower House.
