FRANCE'S GREAT MISTAKE.

SENSATION IN FRENCH SENATE. By Cable—Press Association—Copyright. Paris, February 9. M. Pichon, ex-Minister of Foreign Affairs, in the Senate, said that the 1909 treaty had worked well. France must make no sacrifice. Germany's claims had grown continually, but there was no reason for offering territorial compensation, and he would not vote for the treaty. Doubtless the cession of the Congo territory had been discussed by M. dc Selves and Herr von KiderlenWaeehter during their interview at Kissengen. From May onwards there was a question of the cession of the whole of the French Congo (sensation). France had made a great mistake in lending herself to the negotiations after the Agadir incident. THE PANTHER INCIDENT. FRANCE DOES NOT FORGET, Received 12, 12.20 a.m. l Paris, February 11. M. Ribot, in the Senate, declared that when the Panther was sent to Agadir, M. Cambon ought not to have been allowed to return to Berlin. France ought to have insisted that the subsequent negotiations be conducted in Paris. Germany was mistaken if she imagined she could make France forget the past.
