The programme fixe 9 the effective fleet in January, 1920, at 24 battleships, 10 scouts', 52 sea-going torpedo boats, and the total cost at £60,000,000. The trend of the debate was that the programme was inadequate, in view of the naval strength of the Triple Alliance. M. Lanessan declared that they must I be masters in- the Mediterranean. Britain would never abandon her interests there, but her fleet might be withdrawn.
