The Kaiser, in opening the Reichstag, said: "The prosperity of the Home and overseas possessions depends on the Empire maintaining a powerful enough defence. My constant duty," he said, "is to strengthen the forces on sea and land. Bills therefore arc.being prepared providing for increased expenditure. My policy is still directed towards maintaining friendly relations." PROVISION FOR SOCIAL NEEDS. PRESS CRITICISM FAVORABLE. Received 8, Tl.lO p.m. Berlin, February 8. The Kaiser, in his speech, said that for a generation provision for social needs had been given-a prominent place in Imperial legislation. The benefits of insurance had l recently been further extended. The same social spirit from l "whence this sprang must continue to hold sway. The finances had gained stability. The enterprise of the people had made for high achievements in industry, manufacture, trade aud commerce. The f Government, in concluding new treaties, ' would adhere to the foundations of the ■ fiscal policy. The agreement made with France showed the readiness of Germany to amicably settle international disputes. Press criticism is generally favorable. The worst that is Baid of the speech is that it is colorless. The inspired Socialist press refrain from commenting, although the Vorwaertz declares that the business of the time is to break down the whole competition in armaments.
