Richard' Jebb, in a letter to the Times 'on Imperial organisation, says that the last two Imperial conferences displayed the difficulties of any form of advisory council, and also the less ambitious expedient of consultation between the Imperial Government and High Commissioners was not easy without encroaching on the sphere of responsibility of Ministers. The writer suggests as an expedient the appointment of a Minister as political representative for the Dominions in London, with a business assistant to manage the commercial and financial functions.
