INTERCOLONIAL TARIFFS.

Mr. Pugsley, a former Minister of Public Works, initiated Friday's debate in the House on Canadian trade relations with Australia and the West Indies. He insisted that liberal steamship subventions were superior to tariffs promoting trade, and accused the Borden Government of insincerity in the Australian tariff negotiations. Mr. Ames argued that the exchange of minimum tariffs was unsatisfactory, and advocated a list for list arrangement, whereby Canada could secure preferential treatment on articles now imported into Australia from the United States. He concluded by advocating a conference of Canadian and Australia* Ministers. Mr. Foster agreed, preferring the list for list arrangement. He refrained from negotiations for the simple exchange of minimum tariffs, in order to seek better arrangements. He hoped that the proposition he made of visiting Australia would result in a conference of members of the Government and a meeting of special commissioners.
