DEMANDS OF THE REBELS. NO HALF-MEASURES. CRAFTY YUAN SHIH'KAI. . Nankin, January 26. It seems absolutely certain'that fighting will be resumed on the 28th inst. unless Yuan Shin Kai accedes to the demand* of the rebels. These were telegraphed to-day substantially as follows: 1. Abdication of the throne and surrender of the sovereign power. 2. No Manchu may participate in the provisional Government.
3. The capita] of the provisional Government cannot be established in Pekin.
4. Yuan Shih Kai cannot participate in the provisional Government until the Republic has been recognised by the Powers and the country restored to peace and harmony. The action of the rebels is due to Yuan's demand tha.t Dr. Sun Yat Sen shall resign the Presidency, thus permitting the Premier to exercise his sovereign rights until the National Convention shall have reached a conclusion. In the meantime Yuan Shih Kai desires that the Court shall retire to Jehol, and its powers be transferred to him. The Court has objected to leave Pekin until the convention has reached a decision.
President Sun Yat Sen to-day said to representatives of the Associated Press: "I have taken an oath to oust the Manehu Tulers and restore 'peace before resigning, and also to establish a republic. If I consented to Yuan Shih Kai's propositions I should be foresworn.. I am convinced that a republic is not only practicable, but that it would be the best thing for China. Undoubtedly the best thought of China favors a republic, and are confident of the rishteousness of our cau c " I ■:')(• superiority of our military strength. If Yuan persists in his policv of obstruction our armies will be ordered to march northward."
Dr. Sun Yat Sen declares that there is harmony in the rebel ranks. Republican officers assert that one, probablv two. foreign Powers are urging Yuan Shih Kai to insist tliat he be constituted head of the entire Government. He has been given an assurance by these Powers that he will be supported in his claims. Hence his change of attitude
Yuan Shih Kai is reported to- have agreed a few days ago to the unequivocal retirement of the Manchus and the recognition <of the republic, and to have accented the dual administration in the north and south, pending 1 the decision of the National Convention.
