FIGHTING IN TRIPOLI

The Italians seized the French steamer Tavignano on the Tunisian coast, and have taken her to Tripoli. Received 28, 5.5 p.m. Rome, January 27. France has Undertaken to establish the identiy of the Manouba's passengers, and the matters of principle involved in the seizure will be submitted to the Hague Tribunal. SEIZURE OF FRENCH VESSELS. Paris, January 24. It is officially announced that the Franco-Italian incident has been settled. The steamer Carthage will convey the Turkish medical officers off the Manuba to Marseilles.
