General Godley said that there would be absolutely no other exemptions, and the scheme as originally, intended was to be cine of universal training.- It would take four years to bring the strength of the Territorial armv up to the required standard of 30,000, but this year would pee 29.000 young New Zealandtfrs in the territorial ranks, and each succeeding year would swell the number until the 30,000 mark was reached.
