AUSTRIA'S FOREIGN RELATIONS
BARON'S STARTLING SPEECHES. WHEN THE WAR IN TRIPOLI IS OVER. Vienna, January 21. A great stir has been made by some speeches in which Baron Fuchs has lately been dealing with the relations between Italy and Austria. Baron .Fuchs declared that wljeh the war in Tripoli is over the King of Italy will either fight Austria or go ijito exile. He also insisted! that the intimate relations so long existing between Austria and Germany have become much weaker as a result of Austria's failure to suppor.t Germany in Morocco. He strongly demanded an explanation from the Government regarding the difficulties with Germany. Difficulties did actually exist, but the Foreign Minister, Count von Aehrenthal, had' been silent as to their nature, and Baron Fuchs therefore, considered that he was justifled in publicly expressing his dissatisfaction. The Baron also complained that Austria*relations with Russia had not been well handled. . '
