THE OPIUM CONVENTION. Received 24, 11 p.m. The Hague, January 24. Germany, the United States, China, Prance, Britain, Italy, Japan, Holland, Persia, Portugal, Russia and Siam have signed the opium convention.
ILLEGAL ACT AT SEA. Brussels, January 24. Replying to a question, the Minister for Foreign Affairs stated the Government was unaware that the officers of the Arizona contemplated an illegal act, and are now enquiring whether it is possible to prosecute the owner and captain.
