i THE TRIPOLI WAR. DISCUSSION IN FRENCH CHAMBER. By waole—Prass Aasotiatioa—Oapyrigat Received 23, 10 pjn. Paris, January 23. It is stated the Government's refusal to permit the flotation of an Italian war loan in Paris, because the proceeding was against the laws of neutrality, caused irritation in Italy, provoking the seizure of the ships. M. Poincaire, speaking in the Chamber of Deputies, replying to questions, said it was undesirable to discuss the seizures at present. The Italians had committed an error, to the detriment of French rights. The French officials at Cagliari had been instructed not to surrender the passengers, but an error in the codt led to the opposite course. He concluded by declaring that if the Manouba's Turks were released the incident would be settled by friendly conversation. In any case the Arbitration Convention would permit of an amicable settlement. Paris, January 22. Though the newspapers are unanimous that France has right on her side and that national honor is involved, they consider that the capture* of tke French steamers by the Italians Have arisen owing to a misunderstanding, *and that friendship between France and Italy is Strong enough to ensure a settlement. Italy proposes to refer the question of the vessels that have been seized to arbitration by the Hague Tribunal. TURKEY'S PROTEST. Received 23, 10 p.m. Constantinople, January 23. The Porte has protested to the Powers against the arrest of the Manouba's medical passengers.
