The Premiers' Conference resolved that it was unable to accept Mr. Fisher's Commonwealth Bank scheme, and adopted the following proposal in lieu thereof: That in consideration of the Commonwealth Bank refraining from entering the savings bank business, the States agree to supply, on loan to the Commonwealth Bank, a monthly amount equal to 23 per cent, increase in excess of deposits over withdrawals of the State Savings Bank, to operate from the Ist of the present month, for a period of five years. Mr. Watt (Victoria) was the only dissentient.
