A Bill lias been introduced into Parliament amending the criminal code by making the holding of race meetings illegal unless the associations controlling them are incorporated. THE STATUS OF CARDIFF. London, January 18. Cardiff shipowners are aggrieved at the strictures alleging over-insurance, and have resolved to transfer the registry of vessels aggregating 70,000 tons to London, deposing Cardiff from the third position to that of sixth or seventh shipping port of the United Kingdom. THE OVERCROWDING OF TRAM CARS. Ottawa, January 18. The coroner's jury decided that the death of a woman killed in the street by a car was an accident due to the overcrowded state of the car and the failure of the brakes to work. The authorities were urged to regulate the'' overcrowding of cars. A TRAGIC AFFAIR. Vienna, January 18. A seventeen-year-old schoolboy at the Grammar School at Suczava fired four shots, fatally wounding Mokranski, the mathematical master, whose severity had angered the class. The boy immediately committed suicide with a revolver. SUFFRAGETTES ATTACKED BY MOB. London, January 18. During the Carmathen bye-election the mob endeavored to throw a waggon full of suffragettes into the river, but the police rescued them. MEN FOR THE AUSTRALIAN NAVY. London, January 18. Fortnightly batches of ten to twenty seamen and other ratings will comi inence to sail on March 1. Seventeen officers will sail later. Many reservists and pensioners, who are thus joining the Australian navy, are taking their families with them. HAMBURG-A M ERICA STEAMSHIP COMPANY. London. January 18. The Hamburg-America Steamship Company has declared a dividend of 9 per cent. The profits last year were £2,020,000, compared with £1,830,000 in the previous year. The company is increasing its capital by £1,250,000 in view of the opening of the Panama CanaL
