Sir John Fuller, in opening the Premiers' Conference, said the constitution would be unworkable without friendly cO-operation between the States and the Commonwealth. i Mr. McGowen foreshadowed that the ' conference would be marked by a spirit 1 of give and take. ' It was decided to ask Mr. Fisher to explain the Commonwealth banking and uniform railway gauge proposals. Received 19,12.45 a.m. Melbourne, January 18. The Premiers' Conference decided to ask the Commonwealth to pay 3y» per ; cent, on transferred properties. A long discussion ensued on the question of the standard railway gauge.
