NEW BANKING SCHEME.
OOMMOXWEALTH AND STATES.

Mr. Fisher has announced that the Federal Government desires the States, as co-partners of the Commonwealth in the banking scheme, to have a controlling interest, sharing the responsibility and profit. If the States decided to throw the savings banks into the Commonwealth institution their percentage of indebtedness to the savings will be at first call, and they will be allotted loans from future business. ■Mr. Fisher will suggest that the States have 73 per cent, and the Commonwealth 23 per cent, of the new business. The matter will be discussed at the Premiers' conference.
