The newspapers are unanimous in the ▼iew that the crisis must be terminated by the appointment of a Ministry which, is not influenced by personal ambitions and is competent to deal with important problems. M. Bourgeois having declined the Premiership, M. Fallieres offered it to M. Delcasse, who is consulting his friends. Later. M. Delcasse has decllaod the Premiership. M. Fallieres has uow oSered the position to M. Poineare. THE MOROCCAN QUESTION. CHARGES AND COUNTER CHARGES. Received 14, 5.5 p.m. Paris, January 13. M. Poineare has accepted the responsibility of forming a Cabinet. M. Delcasse refused the Premiership on the ground that he does not possess the requisite qualities. He said he preferred to devote himself to his own deportment There is indignation in P<«ris against M. Caillaux, and the newspapers represent that his negotiations intended to secure to the Franco-German promoters the Congo-Kamerun railway. The abandonment of that scheme led to the despatch of the Panther. The Paris Journal slates that M. de Selves thereupon proposed the de* spatch of a cruiser. On the same day M. PauV Capjbon asked Sir E. Grey, "If we send a cruiser, will you?" Sir E. Grey replied, "Yes, after two days." M. Caillaux, in the absence of A!, de' Selves, notified Sir E. Grey that the cruiser decision was postponed, fearing it would create a grave situation. The Journal adds that E. Grey's engagement was overruled l>y a majority of the Cabinet. M. C-jlUaux alleges that the cruiser idea was abandoned on M. Delcasse's advice. Two Ministers declined to sign M. Caillaux's letter of resignation to the President, owing to its attack on M. de Selves. M. POINCAIRE'S CABINET. Received 15, 12.50 a.m. Paris, January 14. M. Poincaire has chosen the following Cabinet:— M. Poincaire, Premier and Foreign Minister; M. Briand, Justice; M. Steeg, Interior; M. Millerand, War; M. Delcasse, Marine; M. Klotz, Finance; M. Duprez, Public Works; and M. Bourgeois, Labor.
