The Times states that the Commonwealth defence policy has been removed from the sphere of partisanship, and immigration should be similarly removed. The Federal Government is too leisurely, but tnose clamoring for Federal co-opera-tion are so fastidious about the class of emigrants arid too economical for' the advantages they offer. "Australia," continues the Times, "must learn that she docs not confer a favor on emigrants in allowing them to enter. Nowadays empty land is a perpetual temptation to the nations whose territory is inconveniently restricted. The Federal Government should provide adequate shipping accommodation by chartering ships, or giving companies the requisite guarantees."
