Dr. Clifford, the well-known Baptist Minister, in his New Year's address, said the Government was being regenerated and experiencing a new birth un'der democratic influences. "Think," he adds, "what it was in the days of George 111., and then look at the days of another King—Lloyd George I." His insurance scheme was the greatest social reform in British history.
