A RUSSIAN OPINION. By Cable—Press Association—Copyright St. Petersburg, January 2. The Novoe Vreroya, commenting on the rumor that M. Caillaux has assented to the issue of the Austro-Hungarian loan in Paris, declares that France must choose between unarmed discontentjind a combination enriched by French gold and armed to the teeth with French savings. It adds that a loan to Austria-Hun-gary is tantamount to a disturbance of European equilibrium.
