MOROCCO.
FURTHS^-XVLANATIONS BRITISH OBJECTIONS. AND SUBSEQUENT NEGOTIATIONS. By Cable—Pros-. Association—Copyright. Received 30. 1.5 a.m. Paris, December 20. The Senate Committee of Investigation* into the Moroccan agreement revealed that the Franco-German agreement of 1909 undertook that they (should be jointly associated in industrial and commercial enterprises. Britain objected at the unfairness of the proportionate participation which Germany an-.l France proposed to allot to the virinus Powers in the 1911 agreement. This rendered the arrangement impracticable and a new convention imperative. At M. Caillanx's wi*h the explanatory letter accompanying the 1!M19 agreement was not read in the Senate. Mm. Caillaux and Deselves stated the letter was withheld because Germany objected to its publication. It was surmised that Germany was concerned as to its possible effect on a section of German opinion. Sir E. Grey was informed of all the circumstances connected with the conclusion of the 1909 agreement, and declared the agreement was not open to objection. M. Jules Cambon's despatch was read in committee, showing that Herr Kidcrlin von Waechter complained that France's opposition to the Baghdad railway was contrary to the spirit of the Moroccan agreement of 1909. M. Pichon now requested the committee to expressly report that the agreement did not refer to Eastern affairs. and no promise or ahusion was ever made in that respect. Another despatch showed that Herr Ton Kiderlin Waechter on June 1 intimated that as Germanv was not allowed to occupy Mogador. compensation must be sought outside Morocco.
