Benoist stated that there had been a wholly French policy in Morocco since 11102. A series of mistakes had arisen by the systematic ignoring of Germany. M. Jaures declared that France was now paying for her mistakes, and, notwithstanding her sacrifices in the Congo, France had ultimately established only a shadowy protectorate in Morocco, where German capitalists possessed the southern mining concession, while railway construction stipulations strengthened Germany's position. He accused the Government of encouraging Italy to snatch Tripoli.
