THE ELECTORAL SYSTEM.
Deliverance from the vagaries of the present electoral system can (be easily obtained, and it will be a national calamity if the present Parliament fails to do its duty in this respect (states the Wellington Times). We..shall never get a Legislature representative of the average opinion of the country until the stupidity of cities divided into wards and 1 the countryside split up into a strange conglomeration of districts little and big js radically altered. We- must give candidates the widest possible area of appeal, the electors the greatest possible freedom of choice. Wt- must allow candidates .to appeal to all with whom they are in sympathy, andi thus remove the degrading temptation to manoeuvre for votes. This temptation rests heavily now upon all men seeking entry into public life. Every member of Parliament should bo the servant of a sufficient body of opinion with which he is in agreement and not at the mercy of any small section. The first and second Hjailots do list allow of this. Proportional representation will.
