Received 14. 12.30 a.m. London, December 13. The House of Lords, bv 145 votes to 43. refused to rca the Xaval Trize Bill a second time.
Lord Selborne, in moving its rejection, declared it was perfectly preposterous that the Empire should "have only the same repiescntation as a Central American republic. Lord Loreburn said the 'Bill was infinitely superior to the present law, and since the conference was convened at Britain's request it rejection would place the Government in a difficult position in the eyes of Europe. Lord Lansdowne was not opposed to an International Prize Court, but the present one constituted a wrong principle. Britain was quite inadequately represented. Xo humiliation to the Govrnment could be implied in securing time :>r its further consideration.
