Mr. Smuts, in advocating white immigrations, said statistics pointed to the alarming fact that the colored people were increasing in greater proportion than the whites. Machinery ought to be established for getting labor there to work at a reasonable living wage. If they were unable to do so they must drawn it from the countries where it is mo>t plentiful.
