BRITAIN AND THE POWERS.

The Premier, in reply to questions, denied that there was any secret engagement entailing on Britain the obligation to render military or naval assistance to any other Power. Regarding the possibility of keeping Parliament in closer touch with foreign affairs, he had not seen any practicable proposal consistent with the maintenance of the undivided responsibility of the Executive. Mr. Noel Buxton, presided at ameeting of the newly constituted Liberal foreign affairs group, which reso'ived on urging the Government to take steps to have an understanding with Germany. GERMAN CHANCELLOR'S SPEECH. NEWSPAPER COMMENT. Paris, December 7. Newspapers severely comment on Ilerr von Bethmann-Hollweg's speech. Berlin, December 7. The newspapers are extremely reserved. The Cologne Gazette censures the withholding from the German people of a statement that no Moroccan territory was sought, and suggests a business arrangement with Britain for a halt with a navy but an increase of the army. WORKERS' ATTITUDE. DESTRE FOR PEACE. Received 8, 11 p.m. London, December 8. The Labor Party, in a message to the Socialists in the Reichstag, state that the estrangement of Britain and Germany is not due to the workers, but to the political and economic interests, and 't is all the more necessary for those representing: the popular mind to demonstrate unmistakably international soli.larity and goodwill and the desire for peace.
